Meet Cheryl Shepherd

Cheryl is a Business Personal Property Senior Tax Consultant and Co-Founder of Palmer-Kern Machinery and Equipment Valuation Services, she performs appraisals of machinery and equipment for financing, inventory control and the selling of businesses as well as in depth analyses and studies of personal property reporting deficiencies. Cheryl is an expert in the preparation and filing of returns, the direction of tax planning and research to maximize tax savings, the negotiation of assessments with state and local jurisdictions and the coordination of defense against audits.

With over 40 years of experience in the personal property tax field. She was a Machinery & Equipment Analyst for Strategis Asset Valuation & Management. Her duties included auditing and analyzing and preparing property tax filings in various states. Prior to that she was an appraiser of the Personal Property Division of the Boulder County Assessor’s Office.

Since 1980, Cheryl has analyzed valuations on a variety of property types including printing and publishing facilities, R&D industrial properties, cement plants, manufacturing and warehouse properties, chemical plants, hotel, office buildings and apartment complexes.

Cheryl has successfully negotiated and closed and local audits as well as litigation hearings within the various states she has worked and her personal property consulting assignments have been completed on properties throughout the United States.
