Meet Karen Bishop

Karen is a Senior Tax Consultant and Co-Founder of Palmer-Kern Machinery and Equipment Valuation Services, and she performs appraisals of machinery and equipment for financing, inventory control and the selling of businesses as well as in depth analyses and studies of personal property reporting deficiencies. Karen is an expert in the management of personal property tax expense, including the preparation and filing of returns, the direction of tax planning and research to maximize tax savings, the negotiation of assessments with state and local jurisdictions and the coordination of defense against audits.

Karen has over 40 years experience in the personal property tax field. She was Sr. Machinery & Equipment Analyst for Strategis Asset Valuation & Management. Her duties included establishing computerized asset reporting systems for several corporations, as well as auditing and analyzing company-prepared returns. Prior to this, Karen was Department Head of the Personal Property Division of the Boulder County Assessor’s Office.

Since 1980, Karen has analyzed valuations on a wide variety of property types including printing and publishing facilities, R&D industrial properties, cement plants, manufacturing and warehouse properties, chemical plants, hotel, office buildings and apartment complexes.

She has successfully negotiated and closed numerous state and local audits as well as litigation hearings within the various states she has worked. Karen has been completed personal property consulting assignments on properties throughout the United States.
